Orchard Partners submits updated Project Description and Design Permit Application for Guadalupe Quarry project

Project to focus on advanced manufacturing. Affirms commitment to completing full environmental impact review.

BRISBANE, CALIF. (Nov. 5, 2025)Orchard Partners today announced it has submitted to the City of Brisbane an updated Project Description and Design Permit Application for the Quarry Innovation Center project proposed at the Guadalupe Quarry near Brisbane, Calif.

Informed by extensive community feedback, the updated project has been reduced to a single 892,000 sq. ft., two-level building for advanced manufacturing on approximately 61 acres of the quarry site. Committed to balancing economic benefits with protection of San Bruno Mountain, the remaining 82 acres (about 57%) of the 145-acre quarry site will be permanently set aside for habitat conservation and open space.

“Our plans for the Quarry Innovation Center are the culmination of a more than decade-long pursuit of various technical studies, community outreach and evaluation of project alternatives for the future of the Guadalupe Quarry,” said Tyler Higgins, Managing Partner at Orchard Partners, the project developer. “The new project name—Quarry Innovation Center—represents the evolution to an innovative and sustainable development that brings quality jobs, increases funding for and expands protected habitat and open space and provides significant fiscal benefits to the City of Brisbane and its residents.”

Project plans announced earlier this summer included two buildings: one for a data center and one for advanced manufacturing. Based on community input and market signals received over the summer, Orchard Partners removed the data center building from the proposed project. The updated project is now limited to a single building, specifically designed for advanced manufacturing.

“We remain committed to completing a full Environmental Impact Report (EIR) for this project, and, given its proximity to sensitive species, we will not pursue a CEQA Exemption for advanced manufacturing under SB 131,” said Don Little, a partner at Orchard Partners.

Advanced Manufacturing was identified as a priority sector in the Bay Area Jobs First Regional Strategy, and regional leaders like the Bay Area Council have expressed strong support for projects across the region that provide space for manufacturers to grow.

“California—and the Bay Area in particular—has among the cleanest electricity and highest environmental standards in the nation,” said Adrian Covert, Senior Vice President for Public Policy at the Bay Area Council, which recently announced the organization’s official support for the Quarry Innovation Center. “This project supports the Bay Area’s goal of growing domestic manufacturing in a way that honors our history and our commitment to climate action.

“Our plans for the Quarry Innovation Center continue to reflect feedback from the Brisbane community,” said Little. “Our total project size has been reduced by 33% from our original design, and our pivot from warehousing to advanced manufacturing has the potential to bring more than 1,000 high quality jobs to the region while reducing truck traffic and noise.”

“Over the past several years, our community outreach efforts have been sincere, and we have embraced feedback to create a better project together. We remain committed to working collaboratively with the City of Brisbane and its residents as we finalize our EIR and negotiate a development agreement that provides meaningful community benefits,” added Higgins.
